Default $124 ticket for honking (Washington state)

From Fark:

http://seattlepi.nwsource.com/local/329092_honk27.html

So why didn't the police officer cite the first vehicle with obstructing
traffic (or the equivalent offense)? Because the instigator of a
traffic situation is never at fault; only the person who decides to do
something about it.

Funny thing is, if you just yell at them to 'go' the cops don't like
that either. Sit there and take it is the conditioning that we are
supposed to get. Trouble is, most people will figure out that since
everyone else is supposed to sit there and take it, they'll just dish it
out.

I guess they don't make the distinction between really laying on the
horn for collision avoidance and a polite tap on the horn as a "wake up"
or "notice me?" reminder...

While we're on the topic of horns, I picked up a Wolo Bad Boy along with
a box of assorted car junk at a garage sale, but I haven't installed it
or even hooked it up to 12v yet. The WAV sample from Wolo's website
<http://www.wolo-mfg.com/air.htm> makes it sound like a Ferrari or
something. Anybody heard one in person? Is that an accurate recording of
the tone?

Yeah, like the asshole that was oblivious to the green light while on
his cell phone?

I wonder if the ticket would be worth fighting in court?
It seems that use of a horn could be justified at times.

time to install a very loud PA system.
Then a ticket would be abridging your free speech rights.
