Tri-National Driver Database (Driver License Agreement)
In the recent Immigration Bill (HR4437) as passed by the US House,
there is a posion pill provision. Under Section 606 (c) 2, there is a requirement for states to sign-on to the International Driver License Agreement, one of the provisions dropped in the Real ID Act and the Intel Bill as passed by the 108th Congress. The tri-national portion is found in Page 4, item 11 in the DLA document http://tinyurl.com/633y5. This document was written by the American Assoc. of Motor Vehicle Administrators. Other countries can be added later. Concerning driver's databases, some states have strong privacy laws and others have weak laws. If this DLA is required by Congress in this legislation when it becomes law, it doesn't matter how strong a given states' privacy law is, a way around the strong privacy law is to access the given database from a different state or even better, pay off some officials off in Mexico without fear of accountability. For a third time, it is time to let Congress know that we don't want the DLA. Congress can be contacted at http://www.visi.com/juan/congress .. Right now, Congress is now in recess but theis will be taken up by the Senate come January/February. It is expected to be taken up by the Senate Judiciary Committee. A suggested solution would be change the wording of the legislation to refer to the "National Driver Register (NDR) as operated by the NHSTA within the US-DOT" instead of the "Driver License Agreement (DLA) as operated by the AAMVA" for states to share drunk driver information. The NDR is already in place and working. |
