Default faulty fuel guage

On my '91 e30 convertible, when I fill up and the pump stops when its full,
I get a reading on the fuel gauge and it tells me that its only 3/4 full
rather than full. When I press the two buttons to tell me the amount of fuel
left in the tank, it fluctuates between 25 and 30 liters. Could this simply
be a stuck float in the tank, or is it something with a grounding wire? This
happens once in a while, not every time.
