Default Police chief who forces a ticket quota on his officers...


This Detroit News article, found below, is written about the police
chief who enforces a ticket quota - which is what makes it topical for
this forum. Why do you suppose a chief with all his problems might
want to bother impose ticket quotas so that guys like you and me have
to get tickets that are marginal or questionable just so the officer
can keep his job?

ROCHESTER HILLS -- Rochester Police Chief Theodore E. Glynn, under
investigation for alleged misuse of a police database, is entangled in
a messy divorce that may figure into the probe.

Glynn, 57, wants to block his wife's attorney from obtaining specific
information about him for their pending divorce trial. He has requested
a personal protection order, claiming she stole two of his handguns and
he's afraid she might poison him.

August, about the same time court records indicate she found the
veteran police chief and another woman on his sailboat. In a copy of a
sworn deposition obtained by The Detroit News, Glynn said the woman was
a Police Department job applicant he had befriended and taken to his
sailboat at her request. He explained they both had been drinking and
