Can anyone tell me what kind of car this is?

My father-in-law is thinking of buying this old car from a guy he
knows. He asked my to try and find out if anyone knew anything about
this type of vehicle. I have a webpage with pictures to help out:

Here's what I know:

1. He thinks it's a Crosley, or at least a Crosley engine on some
sort of kit.
2. It's very small. He's average size and could hardly get behind
the wheel.
3. The windshield is just a round piece of glass.
