I wouldn't get *too* excited just yet!

Fiat appear to have picked up 35% of Chrysler (which is, currently
dependent on government loans for its very survival) for no money. It
may well give Fiat access to the US (history suggests this might be
with Chrysler-rebadged small Fiats) and it might even give Chrysler
access to Russian and Brazilian markets.

The fly in the ointment is that a "Viability Plan" needs to be
presented to the US Treasury Department by 17th Feb. If they don't
like it, they *could* ask for their 4 billion USD loan back and cancel
a further 3 billion USD loan. Chrysler would then, likely, become
bankrupt.

Why might the USTD not like it? Well..Chrysler is now 19.9% owned by
Daimler AG and 35% owned by Fiat with all(?) the rest in the hands of
Cerberus Capital Management. As, essentially, now a foreign owned
company, the US might be less willing to help it and expect it's
(foreign) owners to do that. A precedent for this is in the UK where
the government appears to have adopted a hands off approach to
Jaguar-Land Rover. Here the owners TATA (India) have had to provide
quite substantial funding for that company after the UK government
insisted it was only a "lender of last resort".

I don't know exactly what the Fiat deal is, in terms of liabilities,
but if it now genuinely owns 35% of Chrysler then my first thoughts
are that it now is responsible for 35% of that company's liabilities -
I wonder how good *that* hand is?
