Why do people do this #3?

....At least in the U.S.

A traffic light at a four-way is out. So they have cops directing traffic.

God help us all.

Cops have this odd habit of waving one side through--for hours, days,
years, centuries. Continents drift, glaciers melt, species die and
mutate, and still one direction is being waved through.

Meanwhile the intersecting traffic is backed up across North America.
Seriously, I've sat there for five minutes with the cops not even
seeming to notice the logjam is spreading past the off ramp and onto the
freeway and back three exits.

I've never really experienced that problem.

What I have experienced is when lights get knocked down to a flashing
yellow/ flashing red for the side streets, people will treat the
flashing yellow as a four way stop, which it is not. I've seen at
least one fender bender because of this, no doubt the person who rear-
ended the guy got the ticket for "following too closely", even though
the guy in front obviously has no idea what to do in the situation.
That's why I think re-tests should be required every time you renew
your license.

I have experienced where fast-food places on a busy four lane road
will hire rent-a-cops to stand out in the road to stop traffic to let
people out of their parking lots. As soon as a car pulls up, they'll
immediately stop all four lanes of traffic, just to let that one car
out. 30 seconds later another pulls up, and all four lanes of traffic
get stopped again.

Drivers should just ignore the employee, as his employers have no right
to be screwing up traffic to increase their profits. Of course I've seen
private concerns just have actual cops do it... makes one think about who
government really works for?

That's what I'm referring to. They hire actual police officers, so if
you don't stop, you run the risk of getting pulled over and fined
because of Chik-fil-A.

I personally never stop at places that act like their patrons are more
important than everyone on the street.

I've seen the opposite: people who come to a flashing red and can't seem
to treat it as a four-way stop.

I've also seen people who seem to think a yield sign is a stop sign.
That peeves me the most. Many times I've had to stand on my brakes
because some idiot comes to a yield, has the whole four-lane freeway to
himself, and comes to a COMPLETE stop for ten seconds.

A hotel/spa near me bribed a local official to let them put in a traffic
light at the entrance to their parking lot. The road it intersects is a
busy one, but we all have to stop and wait every thirty seconds at the
light for the occasional car that goes or comes the opposite way. The
same road leads to the Berkeley stadium where the football games are
played, so you can imagine the scene during home games on a Sunday, when
the road is backed up to Mars and the spa side has about one car every
10 minutes.

Not everyone does. Although government attracts those that are.

I'm sure that "effectively directing traffic" is at the low end of the totem
pole when it comes to police training. Most cops rarely get out of their
cruisers nevermind plop themselves out in the middle of an intersection to
direct traffic. Yes, waiting for every single car to come though from one
direction would certainly fall under "ineffective".
