Solution: Have all Mexican drivers in the USA mount signs on the front
of the truck that reads;

"I am Mexican. I speak no English. Get the **** out of my way".

FYI, that driver can legally enter in San Diego, haul it to San Antonio,
drop the load, pick up another and return to San Diego, WITH THE SAME
TRAILER.

What he can not do is, drop the current load somewhere, then pick up a
load in the USA and take that to SA. Nor can he change trailers.

Plenty of USA based companies do cross border trucking all the time.
