Electical fault on rear light.
Electrical fault with offside rear light, its always on and draining

If it's a 147 or 156 -> typical for blown MosFet(s) inside the revcounter. Change MosFets (available at Farnell, Radioshack, RS-Components....) or complete revcounter.
