Default TDI emissions tested during MA vehicle inspection?

An odd story about vehicle inspection in Massachusetts.
The guy down the street who inspected my 2002 TDI last
year said he couldn't this year because he'd just received
his new state-mandated test-rig but the software didn't
allow for emissions tests of diesel autos. He said they'd
probably give him updated software at some point and then
he could do it for me, but since my sticker was expired I
had to go elsewhere. The guy that I did end up going
to said the first guy must have been smoking something,
because there is NO requirement that diesel passenger
vehicles have an emissions test in MA.

I have no idea who's right but the second guy gave me a
sticker, so I have a vested interest in believing him... ;->

Aha! After typing that I decided not to be so lazy and
went off in search of info, finding this:

http://www.vehicletest.state.ma.us/dieselqa.html

....so the second guy was right.

It is the same here in NY...diesels under 8500 pounds are for safety check only.
Over 8500 get a test, but it is a soot check, not really for emission gases.

Years back I had a guy insist he had to hook the car up to the emission testing
machine, I told him go ahead, but predicted he'd need a new machine. Calmer
heads prevailed, and we did the safety check only.

How can we find out this for other states, like Missouri?
