Don't forget the drivers, pedestrians, motorcyclists, etc., that the driver
HAD NOT SEEN YET. -Dave

It happened at 5:30 am when the streets were practically empty (except
for the cop hiding on one of the side street).

You're close. Signals are to be used at all times, because you aren't
always aware of all the "other" traffic around you, no matter how carefully
you try to maintain 360 degree awareness. If you don't see any traffic
around you, it is even MORE IMPORTANT that you signal, to potentially alert
someone you DO NOT SEE. -Dave

It doesn't matter what happened. The fact is, you did not see and COULD not
see all the traffic and potential traffic around you. That is when it is
most important to use the signal. That is, ALWAYS, as you can never be 100%
sure that you have seen ALL traffic around you. -Dave

So you think police ticket law-abiding drivers whose legal
driving you happen to disapprove of? I bet a cop could
find something to throw you in jail for if freed from
the requirement that he only arrest you for illegal acts.

Remember it's close to the end of the month. Cops need to meet their
quota for the month. They can always find something wrong with every
driver. What can you say? They are crook.

Yep. That's the meaning I was hinting at. There is always other traffic.

Why even worry if the signal is necessary or not. Just signal
for all turns or lane changes; you'll never be wrong -- and you
won't have to think about it.

Since you got a ticket I think the answer is obvious.

Common sense, courtesy, concern about the safety of others and
self-interest would dictate the use of turn signals at all times. It's
a good habit to get into.
