I think this is somewhere in Birmingham, UK. The Ford Consul bears a
registration issued in Birmingham, and C. H. Brown still exist as a
convenience store there. Joseph Harris Ltd were an old-established
company of cleaners with several branches in Birmingham.

From a book publisher about Birmingham. Congratulations! That's quite
an offset from the street.

This looked British, but with the car parked on the right side of the street
put that in doubt.
