Default 1999 Subaru Wagon Outback won't run after new air filter

I changed my air filter, when I went to start the car it started for
about 3 seconds over revving about 500 rpm then quits. Any ideas ?

Sounds like filter container not fastened/installed correctly. Else,
something got knocked loose--like a sensor wire/module-connector.
