Oregon has been arguing for the last few legislative sessions about
raising their 65 (on main rural freeways) and 55 (urban) to 70/60. Their
state patrol is against it, but most legislators are for it AIR. Their
extreme budget crisis may also have something to do with it, wonders
the cynic?

Yes, but never deliberately. In fact i got a speeding ticket about 5
years ago for doing 41 in a 25. I just about kicked the cops teeth in
cause i was sure he was lying. No way the SL on this wide open stretch
could be 25, i thought. Turns out the cop was right. No complaints from
me then. I should have known the law.

I thought Oregon had already passed a law allowing 70 mph limits to be
posted on rural interstates. The DOT actually refused to do that for
some reason.

It finally got past the governor in the last session (2003). Which dropped it in
ODOT's hands. They performed the speed study and concluded that with the speed limit
differential for trucks that increasing to 70 was unsafe. They did raise some urban
stretches in Medford, Eugene, Salem and east Portland to 60 from 55 (about 30 miles
worth).

Exactly right. They concentrate on the rules that are effective in
preventing accidents. Germany has decided and demonstrated that speed
is generally not one of the highest risk factors. Driver training, car
safety, keeping the left lane clear for passing ONLY, and highway design
are usually higher priorities, however Germany has implemented speed
limits in those areas where speed IS a factor.

This is why highways are much safer in Germany. Germany does not
blindly concentrate on one factor (speed). They consider all factors,
rank them in importance, implement the plan, and review the results. It
would be very refreshing if the US would place safety of motorists above
the pocket books of police agencies pushing speed limits.

Alas, that is not going to happen so long as speed enforcement remains
such a profitable means of taxation (lets call it what it really is...).
As I said in another thread (at the substantial risk of sounding like
"Laura Bush murdered her boyfriend"), make speeders do jail time instead
of a fine, and watch the amount of speed enforcement go way down as it
starts costing these juristictions money to house all the new jail
inmates they will have...

Don't forget open revolt from the people. Speed enforcement and/or
underposted speed limits will cease to exist the moment it is no longer
profitable. Truely reckless drivers will be charged with reckless
driving as they are today.

Of course, there are places that will falsely charge you with reckless
driving when you were doing nothing of the sort (e.g., over 80 mph on an
interstate in VA).
