I got a flyer like that on my car once.

The only problem was there was nothing of value in my car at all, let
alone in plain sight. I suppose some other idiot may have taken it off
of his car and put it on mine, but it's also possible cops put it there
to brag about how many people left things in plain sight.

It could be possible that the cops put flyers on the windshield to see
whether the motorists would notice, and then cite them for driving
while the view is obstructed.

An interesting theory. I wouldn't put anything past the revenue
collection agents in this nation posing as law enforcement. "To Protect
and Serve," what a joke! Who ever came up with that statement ought to
be sued for false advertising....
