Depending on the size of the dog - our Mini Schnauzers learned to drink from
a regular-sized cup that we then put in the cup holder. We could put a lid
on it when they didn't want to drink, and the cup holder kept it from
spilling.

put a steel weight in the bottom of the container? I would suggest lead
but don't want to give Fido lead poisoning.
