Default Mounting PIAA 1500 lights on 1999 Suburban

Where can I mount PIAA 1500 driving lights on my 1999 Suburban? There
is no air dam like on the 2000 and later models. I really don't want
to drill holes in the bumper - my experience is rust when breaking the
chrome seal. I suppose I could by a small brush bar, but I'd rather
have them somewhere a bit wider apart than a brush bar would do.
I looked at maybe mounting them to the tow hooks, but need to figure
out some kind of way to rig a bracket.
Any ideas or experience? Would appreciate it!
