There is no such thing as a *rate of speed*. He meant to say a *very
high speed* but had a case of verbal diahorrea.

Maybe he meant that the vehicle's speed was at a constant
velocity, even after blowing through so many objects. One could
surmise the reason for this, but why bother?

Well...... 'rate of speed' might be surmised to be equivalent to
acceleration - so maybe he meant they were constantly going faster and
faster ? Maybe they were trying to break the 'sound barrier' ?

Of course, eventually you're going to 'fall off the road' like that.

Rate of speed would be acceleration would it not?

Speed = distance per unit time. ( m/s )

Rate of speed = distance per unit time per unit time. ( m / s^2 )

The occupants of the vehicle experienced a very high rate of speed after
hitting the stationary object ...

In the direction the tail lamps were pointed.
