I could not turn my car off, the key was already in the off position and
would not turn, disconnected battery and car still didnt shut off, had to
pull the fuel fuse before it would shut off, now the key turns all the way
around in the switch and will not start and idea what is wrong? thanks

It is not the actual switch you need to replace. It is the housing around
it.
You have to get into the column and you will see it. It is an aluminum
or pot metal frame around the switch. When installing it uses screws that
shear off when in place.

The ignition lock set is broken.

I've a feeling only the switch breaks and it may be possible to transfer
the actual lock.

That may be true, but the work is the same. My guess is that the linkage
between the switch and the lock set is what's really broken. But, no matter
what's broken, the steering wheel and turn signal (combination) switch is in
the way.
