There are limits to that "free exercise" thing,like any other "right".

And the Federal and State governments should NOT be spending public funds
on "supporting religion".

However,I would support a checkbox for that on the tax returns like there
is for Election donations.
Then the People can directly delegate funds to their chosen NGO activity.
(NGO=non-government organization)

Certainly where the funds come from is another issue.

Tax forms are messy enough. If you want to delegate funds to your
chosen NGO, you donate and deduct it.
