I294 and other toll road authority run roads, not the skyway. The sky was
leased to foreign for-profit company by mayor-for-life daley. The lease
dictates the toll increases to a degree. This company put together an
agreement with the toll-road authory to use IPASS on the skyway. I don't
believe there is a two-tiered structure on the skyway.

Toll roads ought to be outlawed to eliminate these scams.
