Default Driving is not a Privilege. Driving is a Right.

i am doing research for a college english class paper on driver
licensing. i am trying to find out if there is a definite law or
policy that gives the states the rigt to determine the requirements for
a driver's license. I am fairly sure that it has to be written
somewhere in US law that the states determine those requirements. Does
anyone know where this is if it exists?

The 9th amendment to the US constitution reserves ALL areas of law to
the states except those listed in Article 1, Section 8.
