Oil refiners suing EPA over new ethanol rules

In short, the refiners are claiming that the EPA doesn't have the authority to allow the sales of E15 - or gas containing up to 15% ethanol. Of note is that the EPA says that E15 is fine for vehicles 2007 model year or newer and is researching its usability in 2001 to 2006 vehicles, but what about 2000 model year and older?
