Default Sway bar on top tube?

I am in the process of trying to put 6.5 inch wheels on my 69 Ghia.
The only problem I can see at the moment is that the inside of the rim
rubs on the sway bar clamp.
It is lowered slightly using beam adjusters.

Does anyone know if its possible to mount the sway bar on the top
tube? or has anyone any other ideas?

Thanks

Will
