Default 1993 Audi 90: Question about Cold Weather Noise from Engine

My car sounds like a child's toy lawn mower.... its a growling noise
that increases with RPMs. It only acts like this when it is extremely
cold or when its cold and damp.

Any ideas?

Slipping alternator/PAS belt perhaps?
