I know a better way of making sure the drunkard doesn't forget what he
did -- lock him up for life. That way he can dwell on his crime every
day for the rest of his life, rather than just for 9 days twice a year.

Actually, I think the 9 days at a time (twice a year) is a worse punishment.
In prison for the rest of his life, he would have no need to be employed.
Serving 9 days a pop twice a year, it will be impossible for him to find
employment more than a few months at a time. And after the first year, his
resume' will be so screwed up that nobody will hire him. Think about it . .
.. you can't call in sick for NINE DAYS without a doctor's note. You don't
have enough vacation time to cover 18 days a year (unless you are active
duty military or have another cushy government job). When you inform your
boss that you have to go to prison, you'd better hope that the nearest
exterior door is propped WIDE OPEN at that very moment, as it's for darned
sure that your ass is going to be flying through it involuntarily. -Dave
