It's very well known on all the automotive forums that it's illegal for
an auto parts store to scan your car for free in California.

It's also easy to prove. Just go to any auto parts store in California
(including Autozone) and ask to use their 'free' OBD tester. When they
refuse, simply ask them why. They'll tell you exactly what I'm saying
here.

I didn't find anything specific in a quick look thru the CA code about
why Autozone can check codes, but I did find this gem...

9887.1. The director shall have the authority to issue licenses for
official lamp and brake adjusting stations and shall license lamp
and brake adjusters.

Apparently in CA you have to be trained and licensed for the job of
adjusting brakes and aiming headlights.

Hi Ashton,
Thank you for looking in the California codes.

I don't know HOW to do that but it 'would' be interesting to see WHAT
they said and their rationale.

All I know is that Autozone told me it was illegal, and a look on the net
shows that it's illegal ... but I don't know the specific code that you
break if you borrow a scanner from Autozone and then get caught and put
in jail.

I suspect the service industry put that one in place so they could make
the money instead of the auto parts stores. It's just another case of
justice gone wrong - in California anyway.


BTW ...

There is a code in California, which started in January, that says (in
effect) that EVERY home in the state (that's quite a few millions!) MUST
have a CO detector. Guess who sponsored the bill? Yup. Home Depot!

So now Home Depot makes millions by forcing every single home in
California to have an additional CO detector on every floor. Count up the
number of floors in California, and that's how much money Home Depot (and
others) make by sponsoring these bills.

Funny - do the other states require a CO detector in every floor of every
home? I suspect not. The reason? Clearly. Home Depot doesn't have as much
clout in those states as it has in California!

While the net is full of the fact that Autozone can't legally check your
codes in California, hre is all I could find that was 'official'.

) for details so I did - so I'll let you know if/when
he gives me a response.

It would be good if others asked him also, so he would actually look up
the law and tell us the rationale for such a whacky law.

Personally, I suspect some lawmaker got his hands greased by passing the
law ... but I'd like to read it first and see what 'his' rationale was.

None of the cites, as far as I could tell, actually cited any law in the
CA code. I tried searching for the law myself, but didn't have any luck.

In any case, you should be able to purchase your own OBD II tester
online for about $25 for a basic model.
