Wrong. The owner is only reasonably required to identify whomever
was given charge of the vehicle. If the vehicle was taken without
the owner's permission, then there is another matter in law.

One must first establish that an offence has actually taken place.
There are thousands of cases where "technology" has failed in speed
cameras. The sheeple paid their fines; until somebody stood up to
the mindless administrators. There are probably even more cases
where the cameras "enforce" unlawful limits.
