Default Brain-dead driver changes his mind

The situation: A 2-lane left-turn pocket controlled by pavement
sensors in the LT lanes, plus 3 through lanes. Brain-dead driver in
the middle lane of the 3 through lanes flips on his left turn signal
but remains a full lane away from the left turn lane. This bozo sits
there through cycle after cycle, waiting for the green left-turn arrow
to appear. It doesn't appear because the sensor hasn't been
activated. This continues at least until I can no longer see him in
my rear view mirror.

Perhaps he was "rescued" by a car turning left from one of the proper
lanes, or perhaps he eventually ran the red light, figuring it was
"obviously" not working properly.

Or maybe he "sobered up," perhaps with the help of somebody honking --
or blipping the siren -- behind him.

Think there was any possibility that the car was stalled? You'd think
that people in that predicament would put on their four-ways, but lots
of drivers don't seem aware of this useful little feature and how to
run it...
