That depends on whether management wants to leverage the higher
productivity and innovation that someone of higher intelligence can
provide. Based on past observations, I think the police want people who
will put more faith in the institution than in their own judgment. There
are times when they don't want the wrong people arrested and they don't
want anyone causing trouble by asking why not.
