How about a plan where NOBODY violates the speed limit? Easy to
implement: Make the speed limit /// everywhere, then nobody can violate it.

Still, planning for a scant handful of cars (those above the 90th
percentile speed) violating the speed limit is lightyears better than
our current system of planning on EVERYBODY violating the speed limit.

That's because penalties for the deadly crime of speeding are
practically zero. Stop the criminal coddling and throw killer
speeders in jail and we'd get compliance.

If speeding were a deadly crime, your suggestion would make sense.
Since it's not a deadly crime, though, your suggestion is worthless, as
are you.
