Default 1991 ford f-150 fuel pump will not stop running

I turn the ignition off and the fuel pump keeps running. I have two
tanks (one pump on the rail)
my idea is the computer is sending a bad signat and may be faulty...
and suggestions?

Relay is stuck...tap it and it'll stop...then replace it

The most likely culprit would be a stuck fuel pump relay. Try unplugging it
to see if the pump quits running. If it does then either test the relay or
substitute another one to verify that it is the problem. The relay location
depends on which engine and transmission combination you have, but you will
know you found the correct relay if it has the following four wires going to
it.

Yellow - hot at all times through a fuse link on the starter relay
Dark Green with a Yellow stripe - out put to the fuel pump (through the
inertia switch), hot when relay is energized
Red - power from the ECM with the ignition in the run or crank position
Light Blue with an Orange stripe - to the ECM, grounded by the ECM when
engine is running or cranking
