Default '78 Honda Civic - Stuck wheel, Mayonaise

Please help!
What to do? I cannot get off the rear wheel drum
on my trusty '78 Honda Civic (just 100,305 M on it)
to check the brake shoes. The nut is off, and I've
loosened the brake adjustment, but the drum does
not come off.(It can be rotated.) I've tried
prying with a screw driver between the drum edge
and the back plate, but no luck.
The other rear wheel drum just slides off.

The other question I have is about the oil filler cap.
Especially when it is cold outside, the oil filler cap
is covered with some Mayonaise-like substance.
What is this emulsion? Does it do any harm?

I would appreciate any suggestions. Especially,
about the drum.
Thanks, Alex

IIRC, coolant or water in the oil (confirmations, anyone?) If this is
true, then it will probably give you trouble pretty soon as neither are
proper lubricants and coolant has an affection of eating bearings.

Brake shoes possibly have grooved the drums -- use a small pry bar or a brake
spoon. Other end of drum you should see a small rubber cover or perhaps cover is
missing -- shoes need to be de-adjusted i.e. the shoes are too far (adjusted)
out -- shoes need to go inward or loosened

On the inside of the cap you see foamy white stuff! = water mixed with oil!
Possibly a cracked head or a more commonly a blown head gasket!

If it doesn't move at all it is probably rusted to the hub. Use a rubber
mallet or dead blow hammer and hit it in a cross pattern to break it
free.
If it is moving but doesn't come off, then the shoes have worn into the
drums and are causing it to stick. You will have to back the shoes off
farther to get it off.

If you pull the stick and just find oil and no milky stuff then just
wipe it off and don't worry about it. It is condensation that hasn't
burned off and just collected under the cap.

Alex, you said that the oil filler cap was covered with this stuff.
Do you mean on the outside of the cap before you remove it?

Most likely is just condensation if the car makes short trips and never gets
the chance to warm enough for the water to evaperate.
