At what speed are cars their most fuel efficient? Assume smooth, level
pavement with no wind.

Very good (if not the best) mileage can be expected
with low revs in highest gear.

If I had to guess with what the OP had given me, I would say, the speed is none.
Turn off your engine after parking the car on an assumed smooth, level pavement
with no wind.

That's fuel efficient for you.

Depends on the car. I get noticeably better mileage if my car is
cruising at about 1000 RPMs higher than when it shifts itself into top gear.

Mine's most fuel efficient at maybe 1mph. Engine off and me pushing.

I would imagine, in the highest gear with maximum vacuum in the intake
manifold, assuming a normally aspirated engine.
