It depends on the cop. Obey it and you're suspicious for driving
abnormally slow... exceed it, and a cop could say you're speeding. Damn'd
if you do, damn'd if you don't.

Everyone is familiar with the school zone speed limits. 35 MPH (for
example) normally, but possess 20 MPH "When Children Are Present".

Obviously, when school is getting out at 3:00 PM and the kids are
walking home, the speed limit is 20 MPH.

But what about at 2:00 AM when some kid has just pried a CD player out
of a parked car and happens to run along the road in front of a school?

Being out at 2:00 AM by itself would raise suspicion.

In this town, at least, being out at that hour *sober* is a 'papers
check' novelty.
