Same in CA. Two vehicles simultaneously--or very close enough to
simultaneously--arrive and stop (*), then the one on the right should
proceed.

(*) Assumes an actual complete stop to 0 mph and then about a 1 second
minimum pause to look before proceeding--not slowing to almost a stop then
coasting through the stop sign.

Stop 4-way (although some signs just say Stop/all-way)--since you reference
clock hour hand positions, it goes like this:

6 and 3 at the same time: 3 goes first.
6 and 9 at the same time: 6 goes first.
9 and 12 at the same time: 9 goes first.
3 and 12 at the same time: 12 goes first.

In other words, when two arrive at the stop sign at the same time, the
driver just needs to look to the right. By the book (DMV driver's
handbooks), the one on the right goes first.

It depends on whether or not their emergency lights are operating. USPS
has ROW in non-emergency conditions.
