Default 12.5 Million People Expected to Travel Over 50 Miles On Foot This Holiday Season

So if 63.5 million are expected to travel 50 miles or more, and only
51 million of those will be using a vehicle, I guess the other 12.5
million will be hoofing it? Perhaps they're referring to the illegal
immigrant population?

You can blame your missfortunes on immigrants but maybe this time you
went overboard.
Have you ever noticed; moving very high and quiet fast shiny silver
things with wings on the sky? They are called aeroplanes. They are used
to move humans and cargo from place to place.
Also:
Every place you look you see aliens. Do you?
Bloody immigrants are everywhere. I bet, there is a whole bunch of them
hidding in dark corners of your own house. Look under your bed a few
times during a night, they are known to hide in such a safe places. I
warn ya . Hunt them down before they steal your hamburger flipping job.
Might be a good time to give yourself a gift and see a psychiatrist.

Aeroplanes, helicopters, space ships, balloons, and blimps are all
specialized vehicles that travel in the sky. The other 12.5 million
won't be riding in an aeroplane.

<shrug> Can you name any other readily-identifiable group of that
approximate size who regularly travels on foot? I couldn't think of
any off the top of my head. Nor did I say anything bad about them.

Hard to tell, since the Arizona Daily Star does not quote the entire
AAA article, but merely summarizes. When the summary makes no sense,
the prime suspect is the summarizer...
