Default Heater Flap Problem

Red 1990 Miata - "Little Miss Getaround"

Has anyone experienced a heater problem like this?

-When the flap is set to Recirc, I feel air coming out
of the vents. Of course this is not good on rainy days
as the windows fog up.

-When the flap is set to Fresh Air intake I feel no air
coming out of the vents, neither floor, dash or defrost.

I looked down under and have not found any disconnected
linkage. Im open for all ideas. Thanks you all... Dean

That's backward. Are you sure you're reading the control symbols
correctly?

Actually its not backwards in that one should feel air pressure
out any of the vent outlets when the fan motor is running.
