The hitch rating is mostly a mechanical property of the hitch.
What matters is the tow vehicle, with a nod to the hitch geometry
(shorter overhang is better, smaller rating isn't likely to be better).

The key elements are tow vehicle weight, wheelbase and distance from
rear axle to hitch ball. With that information one can guesstimate
how controllable it will be.
