According to the book 'Mustang - 40 Years' by Randy Leffingwell, Hertz
initially ordered 1000 cars from Ford for the "Rent-A-Racer" program.
Hertz wanted all the cars with automatics and radios, but the first 85
had manuals.

The first 200 cars (including the 85 manual transmission cars) were
black w/gold stripes, but the next 230 cars were a mixture of red,
green, blue, and white, all with gold stripes. Hertz then specified
that the remainder be delivered as black w/gold stripes. Also, none of
the cars had roll bars.
