Default Fuse panel for 1966 Lincoln Continental?

Hello.

I found this post and I had a question. i was fixing a short and I got a spark. now my Seat,Horn and dash lights dont work. I read in the manual that the breaker is in the "R.H. Cowl side Panel" I figured that was the panel below the fuse box so i removed it but its empty. Can you tell me where it is?
