Yes. There are two or three kinds of auctions. The govt ones you mention,
auctions of govt-seized vehicles (drug dealers, etc.), and ones organized
for sales of used cars - usually open to licensed dealers only. Many used
cars are wholesaled via auctions; that's why it's cheaper to buy from
private
parties since you don't pay the used car dealer all the markups.
