I do not think that vacuum or lack of it has anything to do with your non-
returning brake pedal. The return coil spring must have been broken inside
the booster. If you have good power assist otherwise, the broken/weak spring
is the likely source of your brake problem.

The wiper might also have internal problem(s). It would be a good investment
to by a vacuum gauge, so you can check whether you have vacuum before the
vacuum motor of the wipers. With the engine running, remove the vacuum hose
at the wiper, and see if you can hear (feel with your finger) the vacuum. Not
very scientific or quantitative, but gives you a clue.

Vacuum is supplied by the manifold, and maybe by a vacuum pump which is
normally integral to the fuel pump (dual action fuel pump). I don't know if
'56 Olds had vacuum pumps or not. Even if it's the same vacuum, the two
circuits must be isolated by check valves. If you're serious about tinkering
with your automobile, a Factory Service Manual would pay for itself with the
first repair you'll do.

You're right about the difficulty of getting a new/rebuilt booster. Check
Hemmings for rebuilding services, and/or scour eBay -- EVERYTHING turns up
on eBay if you have time and patience...
