Incorrect, of course. The term "reasonable suspicion" denotes a hunch
couched in fancy terminology. I believe the Supreme Court case Terry
v. Ohio (concerning pat-down searches; sorry, I don't have the real
cite, but it's a landmark case) defines it formally.
