COLD IDLE SURGE ???

I have a cold idle surge that settles down after 2 or 3 minutes....Only happens
when engine is cold.

The car Revs from say 1800RPM to 2400RPM "rapidly up and down" until it warms
up

Have checked for vacuum leaks and seems ok
Idle control valve is a $258.00 part new and hard to find used!

Anyone ever experience this problem ??
Any ideas would be greatly appreciated.

Thanks
Neil

Had some surging with my 1991 Civic recently. I took apart the IACV and found
one of the cooling lines was empty. The cooling passages otherwise looked clear.
(Others here have reported sometimes they do get clogged.) The IACV a high point
in the cooling system. I did a very thorough purge of air from the cooling
system. It took about 40 minutes in 75 degree ambient temperature to get the
cooling fan to come on twice. This fixed the surging.

How's your coolant reservoir level look?

did you run the heater?
bounce the car up and down with the radiator cap off?
look for the highest spot that coolant runs through and see if theres a
vent bolt?
