Solar trickle charger q. by

I plug in a small solar panel into the cigarette lighter socket and I
measure 19 volts at the battery cables. (disconnected)
but the battery ( new ) seems to be losing . I do listen to the radio.
why is this not charging the battery?

It looks like I'll have to replace the original 34PICT-3 carb on my
1600DP '74 Beetle. It runs great, but there is significant fuel
outleakage from the throttle shaft, no doubt due to worn bushings.
Living in Canada, it's easiest for me to order a carb from California
Import Parts in Vancouver...

weather so I have no use for the "heating" system. Does anyone out there
